OSHA proposes more than $290,000 in penalties for Sherwin-Williams in connection with 2023 Garland plant explosion

One employee was injured in the Aug. 7, 2023 explosion.

GARLAND, Texas — The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Tuesday said it assessed $290,358 in proposed penalties for Sherwin-Williams following an August 2023 explosion at a paint factory in Garland.

One employee was injured in the explosion at the factory in the 700 block of Shiloh Road, as WFAA reported at the time.

OSHA said it issued one repeat and eight serious citations to Sherwin-Williams. The repeat citation, related to inspections, according to OSHA, drew a $161,310 proposed penalty. The proposed penalties for the eight other citations is $16,131 each, according to OSHA.

While the investigation part of the case is complete, the case remains open, OSHA said.

In the days after the explosion, WFAA reported Chris Conley, VP of Environmental Health and Safety for Sherwin-Williams, said the source of the fire was unknown, but likely started near the utility and resin manufacturing area of the building.

Sherwin-Williams has 15 business days to either comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission, according to OSHA.

WFAA has reached out to Sherwin-Williams for comment on the OSHA proposed penalties. We’ll update this story as additional information becomes available.
