The fastest-growing city in the country will soon have a transformed downtown

Construction will soon begin on the first phase of the highly anticipated Downtown Center in Celina, the fastest-growing city in the country. It will bring new parking and public amenities to the city north of Dallas, as well as government offices.

The initial phase, set to begin in October, will entail the construction of a 25,202-square-foot, four-story parking garage with roughly 400 parking spaces. The parking garage is scheduled for completion in fall 2025, at which point construction of the 115,245-square-foot Downtown Center project is slated to begin, according to a city announcement.

"The downtown parking garage will … support visitors to Downtown Celina as well as provide parking to ensure that construction of the Downtown Center will cause as little disruption as possible to our downtown businesses," City Manager Robert Ranc said.

California-based Swinerton is the contractor on the project, which will feature a new library, a rooftop gathering and entertainment area and even a secret garden park, Ranc said. The library will span 26,209 square feet, a major jump from the city's current 2,400-square-foot library.

The Downtown Center will also provide a new home for the city's municipal workforce until a dedicated city hall is built in the next seven to 10 years, Ranc added.

The entire $93.5 million development is expected to finish by winter 2026. Funding for the project is provided primarily by certificates of obligation bonds, Ranc said.

“Our Downtown area is continually evolving to meet the needs of our growing community," Celina City Mayor Ryan Tubbs said in a statement. "This project is a testament to our commitment to thoughtful, strategic development that enhances the character of Celina while creating new opportunities and visitors to connect and engage in the heart of the city."
