Balch Springs city manager on leave after DWI arrest, officials say

BALCH SPRINGS, Texas — The Balch Springs city manager was placed on administrative leave after he was arrested on suspicion of driving while intoxicated, city officials confirmed Tuesday.

Charles Fenner was arrested on Nov. 7, according to city officials. Sources told WFAA the arrest was made by the Kaufman County Sheriff's Department, but more information about the case has not been released.

The Balch Springs City Council on Monday night issued a statement about Fenner being placed on paid leave while his case is investigated. Denys Pratt, the city's chief administrative officer, was named the acting city manager.
