Laredo border control arrests Ellis County fugitive wanted for intoxication manslaughter

Law enforcement discovered the 59-year-old suspect had an outstanding warrant during an inspection.

LAREDO, Texas — A man suspected of intoxication manslaughter in Ellis County was arrested on an outstanding felony warrant while attempting to cross the border in Laredo. 

A news release from U.S. Customs and Border Protection says the 59-year-old suspect, Francisco Morales, was aboard a commercial bus when officers realized he was the subject of an outstanding felony arrest warrant during a secondary inspection.

“The apprehension of wanted individuals at the border involves CBP’s critical assistance to our law enforcement partners, to detain those with outstanding warrants,” said Port Director Alberto Flores, Laredo Port of Entry, in a statement. “Law enforcement databases help aid our law enforcement partners in maintaining public safety and upholding the law.”

Morales was arrested in connection with a deadly crash on November 13, 2022. According to the news release, Morales was driving a vehicle northbound on Interstate 45 and collided with a 2007 Dodge Ram.

Morales left the scene, according to authorities. The driver of the Dodge Ram died. He was later identified as Billi Perales.

Morales is facing felony charges.
