North Texas massage parlor closes after inspectors suspected human trafficking

The massage parlor's owner also agreed to a lifelong ban on owning or operating massage parlors in the state of Texas.

GARLAND, Texas — The owner of a Garland massage parlor agreed to close his business permanently after state inspectors suspected him of human trafficking, according to the Texas Department of Licensing and Regulation. 

An inspector from the department found employees who were unlicensed, dressed provocatively and "an abundance of condoms" at the business, according to a press release from the department. 

Nhon Tinh To, the owner of LSP Relax Spa LLC, also known as Sen Spa, agreed to a settlement that permanently revoked the massage parlor's license and banned To from owning or operating any massage establishments in Texas, according to a press release from the department.  

The department previously issued a six-month emergency closure order for the business effective Sept. 3, 2024. A law, which went into effect last year, gives the department authority to immediately halt operations of a massage establishment if sex trafficking is suspected there, the release states. 

To did not admit or deny the department's accusations of human trafficking, according to the release. 

During an inspection in April, a department inspector found two of the three employees working there were not licensed in Texas, one of which was hiding from the inspector, the release states. The inspector also found that the employees were wearing sexually provocative clothing and in a follow-up visit found "a small grocery bag full of condoms," the release states

"The establishment was also featured on a number of illicit websites describing specific sexual services provided at the location," officials said.
