Former neighbors recall suspicious behavior at the previous home of man arrested in Monday's FBI raid in Plano

“We used to see a lot of cars and people going in and out. A lot of cars," said a former neighbor of 40-year-old William McKinnley Garland.

PLANO, Texas — Three days after the chaos, Sowerby Drive in Plano is back to normal. 

Monday’s FBI raid at a home ended with the arrest of 40-year-old William McKinnley Garland of Plano, 24-year-old Jalen Alexander Bobo of Dallas, and 27-year-old Robberta Marie Khan from Euless. All face charges of coercion and enticement and aiding and abetting. 

“It’s concerning. You read about it all the time,” said a Plano resident who wanted to remain anonymous.

But it is Garland, who stood out to some. He and Bobo also face charges in connection with sex trafficking. 

“You don’t know who your neighbors are for the most part. That’s the trouble,” said the resident.

It is a trouble the anonymous resident had in years past. The resident used to be Garland’s neighbor years ago at a previous Plano neighborhood and noticed suspicious activity then. 

“A lot of cars. People going in and out at all hours of the day, early morning, late at night,” said the resident.

That resident’s observation is similar to what Garland’s current neighbor said they saw in recent years. 

“Patrolmen would stop by periodically,” said the resident.

In a 2020 arrest warrant, Garland was accused of stalking and unlawful installation of a tracking device. The accuser alleged Garland emotionally and physically abused her using a dog shock collar, a taser, and electrical hot wires to her hands. 

“That’s scary. It’s concerning,” said the resident.

For many others, the issues point to a larger problem when it comes to rental properties. 

“The landlords may not know. That’s the problem. They just read over their financial capability to pay the rent. They’re okay with that. They don’t know what’s going on once the lease is signed.”

If convicted Garland and Bobo could receive a life sentence in federal prison. Khan could get a sentence of up to 20 years.

Garland and Bobo appeared at the detention hearing on Tuesday, December 19.

During Garland's hearing, WFAA learned Garland confessed to sending messages to potentially other defendants, victims, and witnesses from behind bars using a tablet that was provided to him. He was specifically instructed not to contact others involved in the case.
