City of Plano files petition to investigate potential civil suit claims against massage parlor after prostitution charges

PLANO, Texas — The City of Plano has filed a petition for pre-suit discovery in the District Court of Colin County to investigate potential claims against a massage parlor with charges of prostitution and indecent assault. 

Tennyson Wellness Center and Diana Zhang, the parties named in the suit, are believed to be engaging in illegal activities, the city says, under the guise of a massage parlor. 

"The citizens of Plano are entitled to seek legitimate health care and other services for themselves and their families without unknowingly leading their children past a brothel or parking next to predators willing to purchase the bodies of women," the petition states. 

Despite numerous previous investigations and arrests by the Plano Police Department, the parlor is still in operation. As a result, the city says it is seeking the discovery to find information allowing the city to possible sue the owners, landlords, employees and potentially customers at the establishment who engaged in illegal activities.

Plano police responded to multiple complaints that employees at the parlor had inappropriately touched customers and offered sexual acts for money, the city says. 

"Respondents have deceived citizens who mistakenly assume that the sale of sex only occurs in an obviously seedy establishment or part of town with visible streetwalkers, but the Tennyson Wellness Center is a sex broker hiding in plain sight," the petition details. 

Employee Qiaoyu Zhang was previously arrested on Feb. 23, 2023 and charged with engaging in prostitution at the establishment, and the business was reported to the Texas Department of Licensing and Regulation. A month later, during TDLR inspection, the center was found to have not been maintaining required state records, and finger condoms were found inside. 

Another employee, Tiffany Song, was arrested charged with indecent assault in September.

The petition includes numerous exhibits displaying anonymous reviews of illegal services offered at the center, where reviewers can rate various features of the women and the sexual services they provide, many of which are readily available for anyone in the public searching online.

"The women are given 'service ratings,' like twisted Yelp reviews from those deviants who purchase their bodies in this self-described 'medical center,'" the petition states. "Respondents can hardly pretend the advertising and online presence for Tennyson Wellness Center projects an image of a wholesome and legitimate massage establishment."
